House Ag to hold hearings on foot and mouth, commodity futures trading commission

House Ag to hold Massad, foot and mouth hearings

The House Agriculture Committee on Friday announced that it would hold two hearings this week in addition to a previously announced hearing with Environmental Protection Agency Administrator Gina McCarthy.

The full committee will hold a hearing Thursday at 10 a.m. with McCarthy. On Saturday in Dallas, Conaway praised McCarthy for agreeing to appear before the committee, noting that it does not have jurisdiction over the EPA. “I appreciate her coming. She didn’t have to do that,” Conaway said.

Commodity Futures Trading Commission

The full committee will hold a hearing Wednesday at 10 a.m. on the 2016 agenda for the Commodity Futures Trading Commission.

Although the witness list has not been announced, House Agriculture Committee Chairman Michael Conaway, R-Texas, said in the announcement that CFTC Chairman Timothy Massad will appear before the committee

“Next week, I look forward to speaking with Chairman Massad on his plans for 2016 and how the CFTC will bring more order to the markets it regulates and more certainty for the end-users who rely on them,” Conaway said.

Conaway said Saturday that he opposes any more money for the CFTC until the agency is reauthorized.

At the National Cotton Council of America meeting in Dallas on Saturday, an attendee told Conaway during the question and answer period after his speech

“We are going through a difficult time of CFTC staff right now with the definition of a hedge.”

The issue, he said, will affect not just buyers but the farmers as well.

Conaway replied that he and Massad “are at loggerheads” because Massad does not want to be reauthorized and Conaway opposes more money without reauthorization.

But Conaway added that Massad “is not Gary Gensler [the former chairman who is now a key economic adviser in Hillary Clinton’s presidential campaign.” Massad, Conaway said, “is somebody we can work with.”

Foot and Mouth Disease

On Thursday at 2 p.m., the House Agriculture Livestock and Foreign Agriculture Subcommittee will hold a hearing entitled “Foot and Mouth Disease: Are We Prepared?”

Both hearings will be held in Room 1300 of the Longworth House Office Building
